This course is designed to teach transit managers, finance officers, or planners a service-based methodology for allocation transit costs to various services provided by the organization. Designed for individuals with little or no accounting background, this “hands-on” course will:
- Describe the six different issues facing transit systems that are all classified as “cost allocation” issues
- Distinguish between financial-based and service-based cost allocation problems
- Build a services-based cost allocation model, step-by-step, based on actual system financial data
- Explain the various scenarios where a cost allocation model can be applied
- Discuss the use of fully allocated costs in the provision of services under contract to a human services agency
- Review various unit pricing mechanisms, explaining the advantages and disadvantages of each unit measure
The course will cover techniques appropriate for either demand response or fixed route operations. Participants will receive both classroom training and conduct several sequential exercises leading to the development of a cost allocation model. Attendees should bring a 10-key calculator, laptop computer, or other handheld device in order to complete the class exercise.
Mr. Garrity has developed procedures and led compliance reviews of state DOT grantees in Ohio, Indiana, Illinois, and North Carolina to ensure that substate grantees meet all applicable Federal Transit Administration requirements. He has written several cost model applications for the personal computer, including cost allocation models for the Greensboro Transit Authority and the City of Raleigh (both in North Carolina). He also developed the Head Start Cost Model prepared jointly for the U.S. Dept. of Health and Human Services and the North Carolina Dept. of Transportation.
